what you need:
Lots of ingredients that have the Fortify Restoration effect.
Some ingredients for Fortify Smithing and Fortify Enchanting effects.
At least one piece of apparel with the Fortify Alchemy effect on it, preferably all four pieces.

What to do:
Put on all your Alchemy apparel.
Step up to the alchemy table.
Make a Fortify Restoration potion.
Step away from the alchemy table.
Enter the items menu.
Drink the Fortify Restoration potion.
Unequip your Alchemy apparel.
Re-equip your Alchemy apparel. (Notice a difference?)
Exit the items menu.
Repeat from step 2.

make a set of enchanting apparel
then make a set of Smithing apparel and smith
then enchant that
